Standard for Delivery Service of Overseas Warehouse of JD.HK Open Platform
Chapter I Overview
The Standard for Delivery Service of Overseas Warehouse of JD.HK Open Platform is formulated to coordinate with the overall service upgrade of JD.HK Open Platform, improve the consumer experience, solve the service pain points such as imperfect logistics details and slow logistics speed in the mode of overseas warehouse delivery, create a benign competitive platform environment and provide more compliant and upgraded services. Since April 1, 2019, all merchants operating shops on JD.HK Open Platform are required to engage the international logistics service providers accessed to JD.HK Open Platform. Both the merchants and their selected overseas warehouse logistics service providers shall abide by the Standard for Delivery Service of Overseas Warehouse of JD.HK Open Platform. (The merchant can choose the overseas warehouse logistics service provider accessed to JD.HK Open Platform, or recommend the overseas warehouse logistics service provider to cooperate with JD.HK Open Platform. See FAQ below for details of contact information.).
For the purpose of this standard, "overseas warehouse delivery" refers to the mode in which commodities are shipped from countries or regions outside the mainland China through international logistics after consumers place orders.
Chapter II Handling of Violation
If the merchant and its overseas warehouse logistics service provider fail to meet this standard within the specified time, JD.HK Open Platform has the right to close the delivery portal of the merchant's overseas warehouse logistics service provider; At the same time, all the commodities in the shop that violate this standard will be removed from the shelves, and the release and listing function of commodities will be disabled. The merchants will be restricted from participating in the marketing activities of JD.HK Open Platform, and be treated in accordance with the Credit Management Rules for Merchant of JD.HK Open Platform.
Chapter III Service Standards for Delivery of Overseas Warehouse
The Standard for Delivery Service of Overseas Warehouse of JD.HK Open Platform is formulated in accordance with relevant national laws and regulations and management needs of the Platform, including but not limited to the following situations:
3.1 The merchants of JD.HK Open Platform are required to display the logistics details of each overseas warehouse logistics order in the logistics details page of backend system of JD.HK Open Platform in a real, timely and complete manner (including but not limited to the logistics details of these nodes: dispatch from the overseas warehouse, pickup of overseas warehouse, arrival at trunk line, completion of customs clearance, pickup of domestic distribution agency and parcel receipt).
3.2 Every overseas warehouse delivery logistics order of merchants of JD.HK Open Platform can only be assigned with a unique international logistics order number in the whole link logistics. It is not allowed to change the order number midway and make false declaration.
3.3 When the consumers or customs supervision and other authoritiesaddress inquiries to the logistics customs clearance, the merchants of JD.HK Open Platform shall contact the selected overseas warehouse logistics service providers to provide valid customs clearance certificates, tax payment certificates and other materials.
3.4 For delivery orders of overseas warehouse for non-UPU EMS routes, the merchants of JD.HK Open Platform and their selected overseas warehouse logistics service providers shall provide authentic and valid consumer ID cards for customs clearance.
3.5 The delivery orders of overseas warehouse shall comply with the Management Rules for Merchant Delivery of JD.HK Open Platform.
Chapter IV Supplementary Provisions
4.1 Any conduct of the merchant of JD.HK Open Platform, arising before the effective date of the Management Rules, shall be subject to the rules effective at that time. Any such conduct arising after the effective date of the Management Rules, the Rules shall govern.
4.2 JD.HK Open Platform may adjust the Management Rules from time to time according to the platform operation and disclose such adjustment to the merchants through the announcement on JD.HK Open Platform. By settling on JD.HK Open Platform, the merchants acknowledge that they accept the Management Rules that will be adjusted and issued from time to time.
4.3 The merchant shall comply with national laws, administrative regulations, rules of authorities and other normative documents. The Rules shall be applicable to any alleged breach of national laws, administrative regulations, rules of authorities and normative documents, if such breach is stipulated therein. Any matter left unmentioned in the Rules shall be handled by JD.HK Open Platform at its discretion. But JD.HK Open Platform's handling of the merchants does not exempt them from the legal liability they should bear. Any conduct of the merchants on JD.HK Open Platform shall also be subject to the agreements signed with JD.HK and its affiliates; Any default shall be deemed as a breach of the Rules.
4.4 The Rules were released on December 27, 2018 and took effect on January 3, 2019.
